1998 Ford Escort Cooling fan is supplied 15 volts

Hi,

My cooling fan has stopped working. Mechanically, it is fine since the blade turns freely, but the fan will not spin when I apply 12 volts from the battery to the fan connector.

I then checked the voltage coming out to the fan. As soon as I turn on the AC, I get 15 volts. When I turn the AC off, I continue to get 15 volts.

1. Is 15 volts supplied to the fan too much? Could it have damaged the fan in the first place?

2. It is normal that the voltage continues to be supplied after I turn the AC off? Perhaps, there is a timer that will turn it off shortly, but I haven't tested that theory yet.

check the relays, they are probably at fault
