1991 Ford Escort Timing belt cam marks and crankshaft marks

1991 Ford Escort 4 cyl Front Wheel Drive Automatic

just replaced a water pump. And in order to replace it had to take the timing belt off. bought a repair book on it and have my marks all in the right place. but car will not fire up. does the number one pulg have to be on compresson strok or what?

The no.1 piston should be on the compression stroke/TDC both valves should be closed-not rocking
