Electrical problem
1991 Ford Escort 4 cyl Two Wheel Drive Automatic

What would cause the emergency break light on the dash to come on by itself and not go off until the car is shut off? When I start the car the light is off and when I drive a little ways down the road it comes on and won't go off. Could it be the sensor back by the break itself? Also, if the emergency break does not work, does that mean that the cable needs to be replaced or is there some other reason? I appreciate your help...
