Good afternoon.

There is nothing on the list for the EGR system at all.

This code is referring to either the PCM internal short or the EGR solenoid itself.

EGR Vacuum regulator showed 19 ohms. When I disconnect hose from EGR there is no changes. Also, there is not a catalytic converter. Sometime car will not start it cranks, after two minutes it start normally.

Okay, the next thing I would do is to check the fuel pressure.

If you have low pressure, it will cause delayed starting as you have at the moment.

No, there is no connection of the EGR system to the fuel pump control.

In order to check that system with the list I sent you, you need an advanced scan tool to turn on the solenoid to see if it responds to the commands from the PCM.

Keep me updated.

When vacuum is applied, does the valve open?

If it opens the engine should stumble and may stall.

Feel the end of the hose. It must have vacuum sent from the solenoid to operate. That is critical in operation of the valve.

The next step is to remove the valve and see if the passages are clear. Start the car with the valve removed and you should hear a good exhaust leak and the engine will run very rough.

No, I said nothing about cleaning the valve. You need to make sure the engine passages are clear.

When you have vacuum to the valve, can you see it moving?

Okay, was there a loud hissing noise from a very large vacuum leak? Did the engine stumble and almost shut off?

If it did not then that passageway is blocked and that is why the code is setting.
