2004 Ford E-Series Van electrical fuse or relay

Electrical problem
2004 Ford E-Series Van V8 Two Wheel Drive Automatic 40k miles

2004 Ford E-150 in great condition with 40K mi. The only problem I have had with the van is a blown cigar lighter fuse when using a battery charger. If I don't use this high amp charger everything is fine. After changing the fuse this time I now have a new problem. The cigar lighter works fine, but my instrument panel doesn't work, radio is dead, power windows are dead, dome light dead. I tested the interior fuses and found many do not have power. I then tested the power distribution box fuses and they are all good. I figure one of the relays must be the problem... any ideas ?

what you can probably do to save you some time is to take it to autozone or your local parts place and have it scanned on the obd 2 scanner (for free). and it should narrow every thing down.
