1988 Ford E-Series Van starting

I've been having difficulty starting my van during periods of wet weather or on frosty winter mornings when it comes in warm and then sits overnight outside. Should I take off the distributor cap, clean, and spray with WD40 or buy a new one or is this likely not the problem? Recent work includes replacing the idle control.

take off the starter and CLEAN the surface where the starer goes to the engine block grease gets in there. also clean the contacts to the starter and the wires that go to the top solienoid on the starter. also too I would try the solienoid that is behind the batt. replace that and clean up the starter contacts and you should be drivin in no time just fine. Possibly too check to be sure the pump wires are fine the pump is under the rail by the driver door
