2002 Ford Crown Victoria windshield wipers

i purchased a 2002 crown vic police interceptor vehicle. the wiper works perfectly at all speeds but when i cut the wipers completely off they go to the far upper position instead of going all the way down. i tried cut them of in the middle of a wiping action but they go back to a fully wiped position from where ever it stops.
