2001 Ford Crown Victoria Power steering issue

I bought this car and knew it had a power steering issue. The orginal deal was limited flow and I tracked that down to a blocked cooler. I bypassed it. It now has a new pump, rebuilt steering box, pressure side hoses and belt. The low pressure side hose needs to be replaced as it is leaking. The real problem has always been during the turning of the wheel, the turning is very difficult. Could it be something other then the steering and more suspension? Please advise. Thanks Paul

Possible siezing of tie rods or ball joints. Also improper caster adjustment can make steering hard
