2000 Ford Crown Victoria locked up

I parked my car at a store. When i returned, i started it then when i applied the brake and put it into gear. It was locked. It does not go into gear. however, it starts. This is a police inceptor i brought in an auction from a university police force.

OK it sounds like the park lock actuator isn't working. So if you haven't got it home yet then go back to the car with a screwdriver and start it and then use the pic below to over ride the actuator and get it in gear so you drive it home. Let me know how it goes. If you have it home check it to see if it works and let me know. If you have a column shift then you will need to find the lock actuator and manualy over ride it. If you would check fuse number 28 and fuse number 32 one may have blown and this will lock it too.
