1999 Ford Crown Victoria bad control over potholes and bump

I have got tie rods, shocks (monroe 5560) , rear springs and rear shocks replaced but still the car almost gets out of control over bumps (feels very loose). On the highway, if the road is inclined at left or right, car sags on that side and I have to steer in the opposite direction(even when the road direction is straight). What could be the cause of this wobble? Steering feels loose too. I have shown it to different mechanics and they say that all is fine. I got 2 alignments from differents shops but no difference. Also, I feel a strong cross wind draft as well. Even though shocks are only 2 months old, I still feel the bumps after hitting potholes. Could it be springs? height of the ride seems fine.

Has anyone checked why it is low on the one side? Have they checked for broken coil springs? Bad ball joints.
