1998 Ford Crown Victoria V8 Two Wheel Drive Automatic

My radiator is damaged only 18 months from purchase.
I took the radiator to be tested at a shop and they say electric shock from fan caused the damage.
Can that be true? How can I fix and prevent future damage?

All I know I removed my radiator and had it tested at radiator shop.
The radiator showed leekage on the fins on the electric fan side. about five location on about 8 in. radius.
Testor says that the damage resulted from the radiator fan. The fan somehow busted my radiator.
Testor says if not corrected the same will happen to my new radiator.
He says I must ground the radiator and pour a liquid into the radiator.
I have never heard of something like that happening.
My Uncle has had a radiator shop for about 40-50years and he can't think of that happening.
The warehouseman where I bought the radiator mentioned electrosis or something in that respect.

What do you think?
