1995 Ford Crown Victoria rubbing noise

recently had brake pads and rotors replaced, also engaged the parking brake after having been disengaged for years. There was no lubrication applied to the parking brake at time of re-engaging.

am hearing a rubbing noise while driving, when braking, it stops....and only just began hearing this noise since these brake items were replaced.
Any suggestions for fixing the noise problem?
Someone suggested the parking brake may be too tight ..........and causing to rub against rotors, so adjust the parking brake....

Actually, the parking brake could be caused causing the noise. However, I would recommend removing the brake drums to make sure there is no problem with the hardware that holds everything in place. You may have a broken spring or one of the retainer springs that holds the shoes in place.
