1994 Ford Crown Victoria shifting problems

i can start my car in both N and P but if i start in park i cannot shift the gear at all to dive, reverse,ect but if i partially turn the key(while car is off) i can shift it into neautral;start the car and shift from there

Check if you have brake light and if not check brake switch

It sounds like the ignition lock is broken, here is how to change it out. Check out the images (below). Please let us know what happens.
