1999 Ford Contour trouble code p1383

Did that code come on after a timing belt replacement and if so 1st step would be recheck timing and marks
check oil
check VCT hollow oil feed bolt being plugged with debris
incorrect base timing if belt was replaced in a recent time would be my 1st step
