Put the engine no.1 piston on its compression stroke/TDC then remove the belt and replace it.

Do you know if it a VCT engine? VCT's are hard to get timed. First of all, the DOHC camshafts require a holding tool. It is nothing more that a flat piece of metal that fits into slots on the rear of the shaft (trans side). The slot is off center so the tool can only be inserted with the camshafts positioned correctly. If it is a VCT, post back and I'll feed you the rest of the info that will make you disgruntled with Ford.

I'm doing the timing belt on a 1999 Mercury Cougar with VCT. Can you please post the rest of the directions please?
