1999 Ford Contour crankshaft problem

We are in the process of a timing belt replacement(due to lack of money). Everything is installed and now we are ready for the process of timing the two camshafts(gears) with the crankshaft(harmonic balancer)...However, the crankshaft is frozen in place and we cannot rotate the crank even with lubrication in each cylinder head and transmission in neutral. What is preventing the crankshaft from turning in the clockwise direction?
