1997 Ford Contour turn signals dont work

my turning signals started working park of the time and now they r not working.i tried to locate the flasher but cant locate it.the haszard quit working to. the dimmer light works which is on the same turning signal arm..i was told i need a new arm which would cost me 216.00. i would like to try the flasher first. also sometimes when i am driving the steering will lock up and then the car shuts off.

flasher under steering area
looks like a relay
switch about 170 $ parts and labor
