Rusted hitch

This isn't specific to Ford, but I have a 1988 Full Size Bronco with a step bumber trailer ball. I'm trying to install a frame-attached receiver hitch and can't get the rusted ball off of the bumper. I have tried two pipe wrenches and a sledge hammer, but there is no moving the nut on the bolt. I'm beginning to think I'll have to hack saw and drill it to pieces, but I thought I would ask for some ideas first. By the way, the bolt is in the way and I can't install the new hitch until it is removed. Thanks.

Try spraying it with pb blaster or wd40.

Thanks for the suggestion. I tried lubricating it. I think that nearly 20 years was just too much. At any rate I just got out the drill and made mincemeat of it. Job done.
