1991 Ford Bronco ignition switch

One night I went to start my Bronco and it would not fully turn over. The lights came on, but the key couldn't turn far enough to start the engine. It also would not turn off. I replaced the ignition switch, but I still can't start it, or turn it off. When I bought the Bronco 3 years ago, the guy made an adjustment to the ignition when it responded similar to this. I think he made the adjustment somewhere on the steering column. I was wondering if you know what I am talking about and if so can you describe where to find the adjustment point. Or send a photo. I bught a Haynes manual, but it's not helping me.

The key goes into the tumbler. From there, linkage goes to the ignition switch on the bottom of the steering column. It must be there that the problem is. Check to see if it is loose.
