1989 Ford Bronco Fuel Pump relays

I have been able to get fuel pressure to the engine with the pumps using a bypass on the fuel pump relay but it will not start. When I hooked up a jumper to ground off of the fuel pump test connector on the ecu connector the truck fired up and ran just fine - disconnect the grounded connection and it will die immediately. This should have it narrowed down quite a bit, but I don't know where to look from here - relays are working and fuel pumps are working - this leaves some sort of fuel control that the ecu bypasses when bypassed

Which pin out no. 8 or 22 either the coil side of the relay is not getting power or the relay is not being grounded by the computer

I have 12 volts on one pin of relay at all times without bypass to fuel pump connected - when I turn on key, there is 12 volts to both sides of the relay from ECU and when I connect the bypass there is minimal voltage on one side and 12 volts to the other
