1995 Ford Aspire emissions failed

we have a 95 ford aspire and it failed because the hc and nox were high.We checked the air filter and it was full dirty,and also low on oil(my wife forgets to check from time to time)could that cause it to fail?What else could it be?

My HC and NOx are high. I have narrowed the prob to clogged fuel injectors.
