Driving down the road the car will lose all power. While car is still running but no gas peddle. RPMs drop and car will not move. But never dies.

This model has issues with the electronic throttle body. The reason that the accelerator pedal is inoperative is that the programming defaults it to a "dead pedal" whenever the system detects a fault with the throttle body. This is mainly caused by a dirty throttle body here is a guide to help you clean it which should fix it.

Disconnect the battery first.

A buddy put a new battery in car, now it is hard to start. I got it started it ran kinda rough, but seem to straightened out. It idles fine now. But when I push on the gas pedel it won't rev over 3000 rpm. When the battery is replaced and no voltage is going to the computer, does the computer have to be reprogramed? If so, how do I reprogam it? Thanks

It doesn't need reprogrammed when you replace a battery. I would just drive it for a few days it should relearn itself.
