Flooded in deep water

I drove Honda into deep water and got as much water as I could and know of out and changed oil and dried spark plugs and was able to hand crank the starter at first but now I can't because when I try to hand crank it it seems like it's hitting something and won't crank any further

Maybe you still have water in the cylinders.

If so, when you are cranking it, the piston hits the water and cannot move (as you cannot compress water!)

Try this!

Remove the plugs (allowing for water to push out) and see if it will turn over at least 2 full revolutions.

I'd send you a guide, but I cannot find anything suitable for your dilemma.
