Flasher relay stay clicking and code p1491

Hi. I'm looking for information for the wiring diagram or how i troubleshoot that flasher relay in the van listed above. This flasher relay have 9 pins and stay clicking all the time.
I have the p1491 obdii code. Engine fan and the A/C fan doesn't work. I need information to found why that flasher relay stay clicking, discharge the battery and if it's relates to the obdii code p1491.

I am not sure the flasher and the code are related. However, I would suggest picking one of them and fix it and if it solves the others then that is great. If not then we move onto the next one.

As for the flasher, have you replaced it? The most common cause of the flasher to click is the failed relay itself.

However, I attached all the info below on how to test and diagnose this.
