2002 Fiat Palio AUTO ELECTRICAL FAILURE

Hi. I drive the above model vehicle. About 30 sec to 1 min after starting the vehicle (lights on or off) my wipers, airconditioning, electrical windows, lighter, and head lights seize to operate. I checked all fuses next to the steering wheel and replaced them. The problem persist. Sometimes the problem continues for about twenty minutes whilst driving then everything is working for a little while then back to problem stage. Can you please advice?
