fiat punto R reg 1.7TD

hi my punto is in need of some T.L.C first of all my steering has become very strange when taking corners the steering wheel will become very slack, the car will move in a random direction then everything will go back to normal.

the second thing is my wipers, the flick and slow constant functions dont work but the super fast one does.

HELP!! please
