Where is the fuel filter located?

Truck is running a little sluggish and hard starting. My sister bought an external fuel filter but I've checked all along the frame and can't find the filter anywhere.

The fuel filter is on top of the fuel tank. Check out the images below to see what I am talking about. Check out the images (below). Please let us know if you need anything else to get the problem fixed.
