After first starting the engine, idle speed is okay. But as soon as the accelerator is pushed even gently while in forward gear, the idle goes to a fast idle that will drive the vehicle at 30 MPH in 3rd (about 20 MPH in 2nd).
The idle speed will not go down until the car is brought to a stop (which is harder since it is trying to drive itself). Once the car is stopped (in gear), the idle speed returns to normal. But every time the accelerator is pushed again to drive, the idle goes back up fast and won't come back down until it is brought to a stop again.
