First, please understand we don't offer this vehicle in the US, but I will try to help.
If the fan stays on at all times, it is likely a short to power. Do me a favor. Remove the fuse for the fan and see if it turns off. If it doesn't, that indicates there is a short to another circuit that has power at all times.
Let me know what you find.
