Codes P0441 and P1421, Evap System

This happens when the EVAP purge valve is stuck open. here is the location so you can remove it to see if you can blow through it (you should not be able to). If you can replace the valve. Check out the diagrams (below). Let us know what happens and please upload pictures or videos of the problem. This valve is under the engine cover.

Thanks for the quick reply! I am unable to spot the purge valve. It may be in a different location in the hybrid model I have. I attached 4 photos I took of what is under the engine cover.

Yep, it's not going to be around the Hybrid part. We don't show a Hybrid in the states so I don't have the location, it should look the same as in the diagrams though.

P0430, P0441 and P1421 keep coming up. The gas cap is in good condition. My fuel economy has gone down to about 20 mpg from 25.
Seems like a purge valve could be the culprit but I am unable to locate it.

I have Hybrid model so schematics are different than the normal Highlander. Any help is greatly appreciated!

Toyota seemed to work on this system right before I purchased the vehicle. These notes are from the Toyota dealership:

Replace both air intake boots and clear codes test drive vehicle.
Replace both air intake boots and clear codes test drive vehicle ~|~c/s the check engine light is on, advise diag codes p0171, p0174 system too lean on both banks due to large vacuum leak. 182045 diag codes p0171, p0174 system too lean on both banks due to large vacuum leak 200 removed and replaced torn intake boots, cleaned and serviced throttle body, performed hard reset on all computers and road tested- no codes or lights on at this time.
