When starting the car after it stands overnight, it starts up as normal and drives perfectly,
but after its been driven or just started and switched off , the car will not start until a loud click after which the EPC light will come on, if this click doesn't happen then the cooling fans start running at max.
The fans can run for up to 30 minutes plus.
This happens when the engine is cold or hot.
The car has to stand for a long while before it starts normally.
I have changed both the coolant temperature sensors; but problem still persists.

It sounds like the car is overheating and it waits until its cooled down before the computer will allow it to start. Is the car overheating?

Not overheating,
The car is currently not being driven
So with the car not driven at all if I turn on the ignition for the first time, all the dash lights come on, the loud click is heard EPC light comes on and the car starts.

Immediately I switch off and attempt to restart, with ignition on waiting for that loud click and EPC light to come on, nothing happens and the fan starts running.

This loud click activates the throttle and perhaps some other stuff.

Also the ESP light stays on.

Can you disconnect the battery for 5 minutes to reset the computer? Check all system grounds and fuses, it sounds like the the main PCM is having an issue. Let me know what you find.

Doesn't make any difference

The EPC light now doesn't come on at all, and the car doesn't start.

From first start with ignition on after a feew seconds the fan starts running at max speed

Can you get a scanner and read what codes are set, post these for further assistance. If the battery has been off, some codes may be cleared, so try a restart first and do a code read again, this should trigger codes.
