Engine RPM does not rise above 2500rev/min

This vehicle is a Toyota Coaster. For some reason even when on neutral gear and stepping on the accelerator pedal the engine rev does not rise above 2500rev/min. As the result of this I can't get the vehicle past gear number 4.

I will appreciate for any clues on what I should focus to replace.

It's been in the shop for a month and still not sorted out.Started out with engine warning light on and max 22500rpm possible but below that no problem. DPF was removed and computer reset??? All engine parameters are all OK but still not going above 2500. What needs to be checked / over ruled / reprogrammed on the engine computer

It sounds like the exhaust system is plugged, here is a guide that will help you confirm the problem.

If the car doesn't have cats this will still apply.

Thanks Ken. Actually the shop that is doing the work (supposedly), dismantled the insides of the DPF and SAY that the engine computer was reprogrammed to allow for this. So far it has had no effect on the RPM. Currently they are looking for a replacement used computer - $4,000 as a new one is somewhat costy were it even available here. The replacement DPF from the Toyota agents is actually even more costly at over $5000 so might as well just junk the bus, though what I am considering is a used Land Cruiser engine (the 1HD) if it can't be fixed.
