Engine rebuild on initial start crank on it and it did not crank, it gave a high pitch squeak?

Yeah, we have a 22rec engine before had a rod snap. we decided to rebuild the whole thing from the ground up even all the way down from the crankshaft all the way and replace everything, get everything assembled put together and installed in the vehicle. went to do the initial start crank on it and it did not crank, it gave a high pitch squeak. I've never heard of anything doing it before when trying to start and have no idea what would cause that. We checked compression and have compression and all the cylinders but number two which is the one that the pistons snapped, looked in there, and there is slight scarring in a very bottom of the cylinder but it's well below where the piston goes and it shouldn't be causing any loss of compression from the looks of it at least. I don't know why it doesn't have any compression in that cylinder. I mean considering the slight damage that isn't even where the piston goes it's well below where the piston is, so I don't know, if that has anything to do with the squeak or what but anyway not sure what's going on with this thing.

Can you please shoot a quick video with your phone so I can hear the noise? That way I can tell for sure what's going on. You can upload it here with your response. It sounds like a valve might have gotten damaged. Can confirm the valves on #2 are closing fully? Check for a broken valve spring.
