Yes, where things like that become an issue is if you decide to build using parts that are not meant to use bolt on accessory parts or if you use some mix of parts that do not have those provisions. Normally you can order the parts as desired, for instance you are building a street rod like a 33 coupe and you want a "clean" engine, with only an alternator and PS. You could order a low mount kit for the engine and then cylinder heads without accessory holes drilled in them. Conversely you could also build a full race engine but have heads with all the mounting provisions and paint it all blue to hide the engine as a "stock" engine. These issues can also come about it you are using parts from different generations of engine. For instance, GM used low mount accessory drives in the 60s to reduce clutter and special mountings that bolted to the block and exhaust manifolds instead of to the cylinder heads. Get an engine from that time but not the mounting brackets and you won't be able to bolt things to the heads. The common thing you will see for ones that have all the mounts will be something like "street heads" or "drilled for accessory drives" in the description.
