Engine not revving past 3,000 RPMs

Hello, the vehicle's engine is not revving more than 3,000 RPMs. The fuel pump has been replaced. The sparks plugs and coils are okay. what could be the cause?

I also noticed that all the spark plugs were covered with black soot. I have replaced the spark plugs, clean the EGR valve.

I tested the solenoid show below by battery, I could hear the sound clicking sound. while the engine was running. I tested for voltage at the solenoid but there was no power. It is supposed to have power while the engine is working?

The smoke from the exhaust is irritating to eyes.

Hi,

Are any codes present? Also, have you checked fuel trims? Based on what you mentioned regarding the exhaust sounds like it is extremely rich. Also, are there any strange sounds from the catalytic converter indicating it could be partially plugged?

Check the short-term fuel trims. I have a feeling it could be related to a stuck fuel injector. Also, check to see if there are codes present. I have a feeling you won't need this, but here is a video showing how to retrieve codes:

One last thought, if you do a fuel pressure test, watch fuel pressure drop off to see if it drops too fast. That could indicate an injector issue.

Thank you, but I am not sure that the catalyst is blocked because I removed the oxygen sensor and start the engine, it was still the same.

For the codes, I can't find the OBD port.

It should be right below the steering column (approximate center). See the attached pic for the location.

Thank you sir, it supposed to be there, but the OBD PORT is not there and I have searched for it other places I can't find it.
I have given up on the vehicle, I am no longer interested. Thank you
