Engine cooling fan not functioning?

Hello, the vehicle had a blown head gasket, it had been replaced but it was observed that the engine cooling fan is not functioning, even when the A/C is put on, none of the fan is rotating. All fuse has been checked, and they are in good condition.
What could have been the cause?
Could I have the wire diagram for the system?

It can be the cooling fan motor itself; does it seem to spin freely? There is only one fan that will run, the PCM turns on the other fan if the engine is super-heated. There are fuses that need to be checked which are in the wiring diagram for the fuses.

The cooling fan is rotating properly when connected directly to the battery.

Yes, I did, I checked the fuses, and they are in good condition.

Okay, I would use a scanner to see how hot the PCM thinks the engine is. You may have a cylinder head temperature sensor that is not good. Here is the location and a guide to help us see what's going on.

Hello, at what temperature is expected for the fan to comes on?

They should come on at 210 - 212 degrees, what does the scanner say the engine temp is?

Fahrenheit, or about 99 degrees Celsius.
