When you say the scanner wont work does that mean there is a plug but your not getting any action or its not turning on? Yes, those are the years that things were changing and the car companies were still on the learning curve and they tried all kinds of things while they were getting a grip. Does your car have the dtc plug at least? We might have to go the old school way but the idle air control valve could be sticking, I doubt it's the MAF. I would plug that back in and get a can of carburetor/injector cleaner have someone inside on the gas and battle each other, one person try to stall it with the spray the other try to keep the rpm's at 2,000. Take out the air filter and spray into the air intake and throttle body, is probably black with carbon build up in there. When your spraying it will want to stall the person on the gas will give it gas trying to keep it going. Unload the better half of the can trough there and see if you get a change when your done, you probably will.

No, it's in the transition period of ob1 and ob2 so I grounded pin #1 and with MAF plugged in I get: 1 long flash followed by a 2 quick flashes =12 then a 2 long flashes followed by a 5 quick flashes. So a 12 and 25 .

Bummer, I suspected that. You have to be a good counter I make a chart and jot a hash mark on each flash in the appropriate position.
Once you have the code let me know Do you have the steps to instigate the start?

One of the new phone apps might have that ability.

The 12 is wheel speed sensor open or shorted wire and the 25 is related to the airbag system for both together see the image I uploaded.

Looking at your actual issue though the wheel speed sensor could very well be part of the problem, at least for the jerking the idle bouncing though have you done the spray into the air intake yet? If so, did it change it performance?

I did a whole can of carburetor cleaner into intake no change and I even took MAF off and cleaning with MAF cleaner still same. There is a crack on top of MAF like something hit it so it could be problem.i just ordered another MAF.

Yes, a crack in the MAF could be the problem.
