OBD not giving signal

I am trying to get my emissions inspected, but the OBD sensor is not giving a signal. which fuse is out? It is not the cigarette lighter fuse, I have checked and both cigar lighters in my car work. would this mean it is another issue?

you may not have a fuse for that hookup. it is probably a connection or broken wire have a mechanic look at it. also, a lot of scanners do not work and others do.
