Blue smoke indicates oil is getting into the combustion chamber and burning. Does the engine use excessive oil? Second, white smoke could be engine coolant being burned. So start with those two things. Check to see if there is excessive consumption with either. I will tell you from experience, many of the RAV 4 vehicles with this (2.0L non turbo) engine were recalled due to excessive oil consumption. The engine was rebuilt with new and redesigned rings. Let me know about the oil consumption, and you should contact your Toyota dealer to see if there is anything happening with your particular vehicle.

Thanks for your help. The smoking seems intermediate and happens when I am in second or third gear and as I am going along in third on and off.

There are not enough miles on the engine for this type of issue. Have you contacted a dealer to determine if there is a known problem? Also, keep in mind a bad seal on the turbo can cause this. Check the throttle body for oil deposits. If they exist, chances are it is a seal in the turbo itself. Please keep in mind, the problem may have nothing to do with the turbo. Check the TB and let me know what you find.

I had the car back they did an emissions test it passed I forgot to mention the seal on the turbo. What I would like to ask can fuel consumption be a problem because I’m averaging 33 - 34 mpg and would welcome any advice to do next thanks

The turbo can be causing all of your problems. The easiest way to confirm the issue is to check the end play of the turbine. See how much the shafts moves. Here is a guide to help you see what I am talking about.
