electronic locked steering?

mechanic couldn't fix says its a locked steering and must be taken to a chevy dealer

Yep, this is common, the electric motor for the steering seizes up, you don't need to take it to the dealer many shops can do this job as well, here is how to fix the steering system. Check out the images (below). Please let us know what happens.
