That light is driven directly from the TIPM (aka smart fuse box) As such, if you have checked for power on pin 3 with the turn signal on and found nothing there then it's likely that the TIPM failed. It's unfortunately a common thing for them to fail and it's usually a single circuit that is the problem. You can check the wire for continuity by unplugging the C4 connector from the TIPM and testing from pin 2 out to pin 3 on the turn signal. Hopefully it's broken as that's easier to deal with the replacing the TIPM.
However, if it tests good then you will need a TIPM. It is plug and play but has a chunk of the harness attached that gets replaced with it. There is likely a video out there showing the replacement process. The process is basically, release the clips, lift it up, unplug the connectors remove the harness and reverse that with the replacement. Verify that it is the correct one and swap over the fuses and relays from the old unit. Test everything.
