When the key is in the glow plug pre-heat position everything seems to work. When the engine is started an audible alarm (single beep)occurs and then the following things cease to function: Tachometer, speedometer, power sunroof, power windows, power mirrors.

Hi,

It could be the power reduction relay is shutting down power to the accessories. Load test the battery and check the battery charge rate. It may have a faulty battery or Alternator.
