Electrical issues

I noticed one day my blower motor had stopped working and later on after turning on my lights i realized it was all bad. When i switch my headlights on, i have none, i have tail lights, brake lights, park lights, license plate lights and blinkers and hazards but only with the lights switched off. When they are switched off and i turn my blower motor on my blinkers come on and stay as does my indicator light. There is a loud buzzing sound that comes from both fuse boxes when the lights are switched on and the key is on. Also, when i hit my brakes with the lights switched on the buzzing stops. I have replaced all the fuses and relays and my alternator and battery.

This morning I checked the voltage at the headlight bulbs and I am getting 14 volts, but from the headlight relay to the ECM relay I am getting .08.
