Whenever at a stop light car lights on dashboard start a slow flickering

This could be a problem with ground 206, which is located behind the left side of the dash. Please check this ground and make sure that it is clean, tight, corrosion free, and making good metal to metal contact. In the diagrams down below I have included the instrument cluster wiring diagram as well as a guide on how to check a ground properly. Please go through these guides and get back to us with what you are able to find out.
