i installed a new EGR valve and check engine light is still on with same code P140c.

Hi,
The code indicates a slow response decreasing flow. Often times this isn't related to the EGR but instead the MAF sensor (mass air flow). Also, a restriction in the air inlet tubes can be an issue as well.
Remove the MAF sensor (see pic 1 below) and inspect it for dirt. I would service it and see if that makes a difference. Here is a link that shows how to service it:
