I have a bad vacuum leak where the EGR tube goes into the upper intake. there is too much play back and forth when bolted in. Like it is missing something. It is causing the engine to surge in and out. What can i do?

Remove tube and see if gasket in picture is still there it is a silicone gasket that may be your problem. Also, see if tube bracket is broken as it should not be. See pictures.

Does this black seal go in the hole of the intake? If so how does it stay in there?

The seal is on there if the bolts should go where small arrows are to hold pipe. If not tight enough and still leaks put the black seal on and tighten bolts.

Try cleaning throttle plate on both sides and IAC hole with choke cleaner.

A little late to the party, but the reason for the leak is you have the seal backwards. The skirt on the seal must face the other direction in order to seal. If it is backwards as shown in your photo the vacuum will pull the seal inward and leak around it.
