efi (electronic fuel injection) fuse blows only when fuel pump connected and key turned

Not sure if bad relay will blow EFI fuse with pump connected, but not when detached fuse stays good.

it is probably a shorted harness for EFI. check for grounding out or chafed wires. it also can be a bad pump drawing too many amps.
