My EEC keeps shorting out, it burns up the three capacitors on the board. Everything but the short block has been changed, no luck.

Good morning.
You have either a wiring harness issue or a shorted solenoid causing the module to fail. You will need to check all of them from the connector to see if you have a short to ground or power.
I attached a connector view of the engine contol module with all the pin indentified. you need to check them all.
