EATX fuse, why is it always live?

Battery draining overnight. Located fuse causing draw - eatx fuse. Relay EATX also constantly on. Removed relay but current draw still present - what, besides the relay, is fed by this fuse?

This is number #12 in the interior fuse panel, and it powers the A/C clutch relay, which is stuck. I would replace the relay and the problem should go away. Here is the relay location. Check out the diagrams (below). Please let us know if you need anything else to get the problem fixed.
