Passenger side door will not latch?

Is this usually an issue with the latch or something else? Maybe something common with these cars? When i open the door from inside i can hear and feel the cable connected. Also, if i lock the latch manually, it does not need for me to open the door from outside to unlatch i can unlatch it by hand which isn't supposed to happen. Other doors are not like that. Removed door panel and screws to the latch, but unable to remove the latch assembly.
